About Hazard Mitigation Plans

Pursuant to the federal Disaster Mitigation Act of 2000 (Public Law 106-390), state and local governments must develop all hazard mitigation plans as a condition of federal grant assistance. In the past, federal legislation has provided funding for disaster relief, recovery, and some hazard mitigation planning. The Disaster Mitigation Act improves this planning process. The legislation reinforces the importance of mitigation planning emphasizes planning for disasters before they occur. This Act establishes a pre-disaster hazard mitigation program and new requirements for the national disaster Hazard Mitigation Grant Program (HMGP).

A Hazard Mitigation Plan (HMP) is created to protect the health, safety and economic interests of residents by reducing the impacts of natural hazards through mitigation planning, awareness and implementation of mitigation alternatives. Hazard mitigation is any action taken to permanently eliminate or reduce the long-term risk to human life and property from natural hazards. It is an essential element of emergency management along with preparedness, response and recovery.
